About NCRPC
The North Country Regional Partnership Center (NCRPC) is one of 12 centers funded by the New York State Education Department’s Office of Special Education. The goal of the Office of Special Education Educational Partnership is to create a coordinated statewide network of technical assistance and professional development that improves outcomes for students with disabilities in New York State.
The NCRPC supports all districts in the three “rooftop” BOCES, including Champlain Valley Educational Services (CVES), Franklin-Essex Hamilton (FEH), and St. Lawrence Lewis (SLL) BOCES. The NCRPC provides professional development, including training, on-site technical assistance, and coaching in the implementation of evidence-based instructional practices and systems that have been proven to improve outcomes for students with disabilities.
The NCRPC is comprised of a multi-disciplinary team of specialists who engage in systems change work, providing a variety of supports to families, education professionals, and other interested parties. Specialists within the NCRPC offer assistance and training on a variety of topics, including special education, transition, early childhood, culturally responsive-sustaining education, academic and behavioral supports, and family engagement.
The NCRPC provides a coordinated system of high-quality regional technical assistance, professional development, and on-site support to district and school communities within the three rooftop BOCES regions. Regional learnings are at no cost to stakeholders and are provided to develop the capacity of regional educators:
- Develop high-quality individualized educational programs (IEPs)
- Proactive, positive school cultures and discipline systems
- Specially designed instruction
- Literacy and behavioral interventions
- Transition planning systems and post-secondary options.
NCRPC’s Team

Abby Seymour, Systems Change Facilitator
The Systems Change Facilitator (SCF) provides leadership to the NCRPC, including conducting regional and district needs assessments and deploying the resources of the specialists, under the direction of theNYS Office of Special Education. The SCF leads the team of specialists using the principles of implementation science and systems change.

Danielle Emburey, Special Education Trainer
The Special Education Trainer (SET) provides training and information on the special education process consistent with federal law, regulation, and guidance, as well as State law and NYSED guidance. The SET provides training and support to regional CSE Chairpersons.

Ashley Smith, Behavior Specialist
The Behavior Specialist (BS) provides training and technical assistance on issues related to social-emotional and behavioral health within multi-tiered systems of support.

Rachel O’Donnell, Specially Designed Instruction Specialist
The Specially Designed Instruction (SDI) Specialist provides training and technical assistance on research-based instructional teaching and learning strategies.

Janice Santamore, Literacy Specialist
The Literacy Specialist (LS) provides training and technical assistance related to understanding and acquisition of literacy skills within multi-tiered systems of support.
Connecting with State Leaders to Support Special Education
