District Superintendent

Dale L. Breault Jr. began as district superintendent in January 2020, just in time to guide Franklin-Essex-Hamilton BOCES and its component districts through an unprecedented pandemic. Mr. Breault headed up the Northeastern Regional Information Center for seven years prior, and before that, he gained a decade of administrative experience as chief information officer, principal, and combo business official/superintendent in local schools. Mr. Breault started out his career as a music teacher and still helps direct choral and musical productions at his kids’ school in his free time. Dale’s certifications are a School District Administrator Certification from the Massachusetts College of Liberal Arts and a Master of Education in School Music Education from SUNY Potsdam Crane School of Music.

Role of District Superintendent (DS)

The head of BOCES is called a District Superintendent who works for both BOCES, as the chief executive officer, and in the New York State Education Department. In the state role, the DS acts as a liaison between the BOCES component school districts and the state, as well as other public and private agencies. In addition to leading FEH BOCES and liaison work, the DS also provides consultations to component districts on a range of educational topics and assists component districts with superintendent searches. FEH BOCES District Superintendent Dale Breault Jr. earns a salary from both the BOCES and the state. The BOCES share is part of the proposed administrative budget.

Deputy Superintendent

Lori Tourville joined FEH BOCES in January 2020 and oversees everything in the organization that falls into the category of instruction. Ms. Tourville worked a decade-and-a-half in administrative roles in Malone and Chateaugay, and she got her start as a library media specialist at Northern Adirondack Central School. Lori’s certifications are a School District Administrator Certification from SUNY Plattsburgh, a Master of Education in School Library and Information Technologies from Mansfield University, and a Master of Science for Teachers from SUNY Plattsburgh.
